The CB report you already hold is the single most valuable asset because most national schemes reuse it as the test basis, but the national certificate, the importer of record and the marking are separate work. Plan each market’s power adapter certification as a line item with a lead time and an owner, not as an afterthought after production.

Why CE and FCC are only the starting point

CE marking for an external adapter is a manufacturer’s self-declaration backed by EN 62368-1 safety testing and EMC testing under the LVD and EMC directives. FCC Part 15 in the US is similarly a Supplier’s Declaration of Conformity. Both are fast and inexpensive once the design is done, which is why they exist for nearly every model we build.

The IEC CB Scheme is the bridge to everything else. A CB test report per model, issued by a recognised lab, is accepted as the testing basis by most national certification bodies — which is why we quote the CB report first and the national certificates second. What the CB report does not give you is the national mark, the local importer obligations, the country-specific plug and rated current, or the local-language documentation. Each market adds its own layer on top.

United Kingdom: UKCA and the BS plug

Great Britain moved to its own UKCA marking regime after Brexit, based on BS EN 62368-1 for safety and the UK EMC regulations. Under current government policy, CE-marked goods remain accepted in Great Britain for most product categories — but the rules have shifted more than once, so verify the current guidance for your product category before shipping, and budget for UKCA if your retailer or distributor demands it. Northern Ireland continues to accept CE.

The part buyers actually forget is the plug: the UK requires a BS 1363 fused plug (with the correct fuse rating, typically 13A for high-power adapters) and approval of the plug itself. A UK SKU is therefore not just a recertification — it is a different cable assembly and a plug that must be approved in its own right.

Brazil: INMETRO and ANATEL

Brazil is the most common blind spot for first-time importers, and for buyers serving the Brazilian market it is the certification with the longest lead time. INMETRO conformity applies to many electrical products placed on the Brazilian market, and mobile-device chargers in particular have their own INMETRO requirements; a generic external power adapter may fall under general electrical product conformity, depending on category. Certification is done through accredited Brazilian certification bodies (OCPs), involves factory assessment and periodic surveillance, and the certificate is held in connection with the Brazilian importer.

If your adapter includes radio or telecom interfaces — a USB-C charger with data communication is the usual borderline case — ANATEL (the telecom regulator) may also apply. Practically, buyers serving Brazil should start INMETRO planning three to six months before launch, name the Brazilian importer early, and confirm scope with an OCP rather than guessing. Portuguese-language labelling and manual requirements ride along with INMETRO and are cheap to satisfy at design time and expensive to retrofit.

India: BIS CRS registration

India operates the BIS Compulsory Registration Scheme (CRS) for power adapters used with IT and electronic equipment, under the Indian standard IS 13252 (Part 1). The process: test in a BIS-recognised laboratory in India, register with BIS, and mark the product. A registered Indian office or authorised Indian representative is part of the structure, and the registration is per factory and per model family — which means your Indian SKU planning should be settled before testing begins, because adding models later means adding registrations.

CRS is one of the faster national schemes once testing is done, but the India-side logistics (sample shipment to a BIS lab, the local representative, fee schedule) benefit from an importer or consultant who does it regularly.

Japan: PSE (DENAN)

Japan’s Electrical Appliance and Material Safety Law (DENAN) requires PSE for electrical products. Most external power adapters fall under “round” (non-specified) PSE: conformity is demonstrated through testing to the relevant Japanese technical requirements (aligned with IEC standards such as J62368-1), and the manufacturer or importer files notification with METI and affixes the round PSE mark. “Diamond” (specified) PSE applies to a narrower list of higher-risk product categories.

Two practical notes for Japan: the input is 100V AC 50/60 Hz with a Type A plug, and the technical requirements have Japan-specific deviations from IEC documents, so budget a Japanese testing step even when a CB report exists.

South Korea: KC

Korea requires KC marking for power adapters, combining electrical safety and EMC (the former KCC/KC-EMC requirements) under Korean standards aligned with IEC 62368-1. Certification is typically held by the Korean importer or manufacturer’s local representative, tests are done at Korean-recognised laboratories, and factory inspection can be part of the process for safety certification. As with India, the certificate holder being a local entity has commercial consequences — it strengthens the importer’s position in the relationship, which is worth knowing before you negotiate.

Australia and New Zealand: RCM

Australia and New Zealand use the RCM (Regulatory Compliance Mark), backed by the Electrical Equipment Safety System (EESS). Power adapters are classified as in-scope electrical equipment: depending on the category they are either “declared” articles requiring a Certificate of Conformity from a state regulator plus test reports to the relevant AS/NZS standard, or non-declared articles requiring a compliance file. EMC requirements ride along under the ACMA framework. The importer or manufacturer must hold a Responsible Supplier registration. The practical takeaway: RCM is not difficult, but it needs an Australian/NZ entity to register, and “declared” classification should be confirmed for your exact adapter category.

Israel: SII approval

Israel requires approval by the Standards Institution of Israel (SII) for regulated electrical products, against the applicable Israeli standard (SI 62368-1 for ICT/AV equipment safety, plus EMC requirements). The application is importer-driven: the Israeli importer applies, samples are tested at SII, and factory inspection can be part of the process. Lead times are meaningful, so buyers shipping into Israel should open the SII file with their importer as early as the purchase order, not after the goods land. As a factory that ships into Israel, we support the SII process with samples, CB report references and factory-inspection coordination.

Power adapter certification planning table by market

Market

Regime / mark

Key standard

Typical added lead time

Usual certificate holder

EU

CE (self-declaration)

EN 62368-1 + EMC

Days–weeks per model

Manufacturer (factory)

USA

FCC SDoC (+ UL/ETL if retailer demands)

FCC Part 15; UL 62368-1

Days–weeks; UL project longer

Manufacturer

UK

UKCA (CE currently accepted for most goods)

BS EN 62368-1; BS 1363 plug

Weeks + plug approval

Manufacturer or UK importer

Brazil

INMETRO (+ ANATEL if applicable)

Category-specific; ABNT standards

Months; + surveillance

Brazilian importer + OCP

India

BIS CRS registration

IS 13252 (Part 1)

Weeks–months incl. When your importer holds your product’s certificate, switching factories or importers later is a re-certification project, not an administrative change. That is fine if you chose your partner well; expensive if you did not. Where the factory can hold the certificate (CE, CB, FCC, BIS factory registration), keep it factory-held so the certification travels with the product.

This is also why you should ask a prospective factory which national certificates it already holds for platforms similar to yours — a factory that has been through INMETRO or SII before is weeks faster than one learning the process on your order.

How to plan certification into your timeline

Three planning rules that hold across every market. First, reuse the CB report. Insist on a model-specific CB report at the design stage even if you only ship to CE/FCC markets today — it is the ticket that makes later national certifications a paperwork-plus-difference-testing exercise instead of a full re-test. Second, run certification in parallel with production tooling, not after it; the certification-window logic is the same one we describe for USB PD 3.2 certification planning. Third, lock the plug and rated-current variant per market before certification, because a plug change is a cable-assembly and often a re-approval change, not a label change. Efficiency rules ride along too — see our guide to external power supply efficiency standards for the DOE VI / ErP layer.

Frequently asked questions

Does CE marking still cover the UK?

For most product categories, currently yes — the UK government has committed to continue recognising CE marking in Great Britain, and Northern Ireland accepts it outright.
